Job Description
Job Title: Qualified Personnel List Administrator - Mandarin speaking
Location: Reading, England
Our client is looking for a well-organised individual with supervisory experience to join its multinational team, supporting the projects in Western Europe countries.
What you will do:
- Lead a small team of QPL specialists to administer subcontractor qualifications, training and project on boarding processes and procedures for various rep offices in Western Europe Region
- Work closely with EHS (Environmental Health and Safety) managers, Procurement office, Project team and PMO office staff and external build partners to managed subcontractor resource pool and avoid compliance issues
- This may include but not limited to configure qualification requirements and training courses in the company's systems; process certification review; communicate requirements to external partners; manage system access and subcontractor user account permission per role and qualification; and provide user support
- Provide training and daily support to subcontractors on how to use e-supplier platform to maintain staff profiles and update qualifications info
- Supervise team members on daily process of certification reviews, updating subcontractor info in the systems, managing access permission
- Respond to inquiries from project team or subcontractors regarding to their ISDP access issues. When needed, escalate issues to IT support team
- Generate reminder reports, alert subcontractors of expiring certifications
- Configure and create quality control check list template in the system
- Facilitate monthly meetings with EHS managers to discuss current issues and drive continuous improvement
- Monitor a set of related KPI, issue alerts to underperforming projects, help provide solutions and suggestions for improvement
- Compose monthly reports and create PowerPoints slides for PMO meetings
The ideal candidate:
- Bachelor's Degree preferred or equivalent
- At least one-year supervisory experience
- Familiar and experience with Windows, MS Office (intermediate and above with Excel)
- Fluent in English and Mandarin (Chinese)
- Understanding project planning and project organization
- Excellent interpersonal and communication skills

- Navigate complex matrix work environment; need to convene a wide range of people to work on common goals when many have conflicting interests
