VENUE TELECOM MANAGER(NETWORKING) - CONTRACT - ONSITE BIRMINGHAM

Leading Managed Services Provider in the Defence Sector require a TELECOM MANAGER to join their ongoing project.

Duration: 3 months

Location: Birmingham onsite required

Cluster Venue Telecommunication Managers (C-VTCMs) are key roles delivering the project solution into the sites/venues throughout the survey, design and build activities as well as managing the support into the sites/venues during the Games and their decommissioning. It is extremely important to recognise that the entire operational lifecycle of the venues implemented will be no more than three months and each can be decommissioned once the events planned are completed.

The C-VTCM role has two elements:

  1. The responsibility for the delivery of sites and venues;
  • The successful implementation of the agreed network/cabling designs into a selection of the venues and sites to ensure that they are successfully tested and handed over to the steady state service that will be in-place to provide support to users in the run-up and delivery of the Birmingham Commonwealth Games. The part of the role will complete when all venues implemented by the role are tested and passed as complete and formally signed-off by the customer. Each C-VTCM will have a specific series of sites to be delivered.
  • The role will be accountable for the successful delivery by, and the performance of, a series of technical teams. It will therefore manage and be accountable for the teams specifically tasked with the delivery of the venues and sites listed within their remit. Please note, this does not include technical ownership or accountability for the solution that will be managed and monitored through the Client Design Authority along with the Organising Committee (OC, customer).
  • Any defects identified during testing and their remediation will be managed by the C-VTCM concerned.
  1. Provide support and management over the sites/venues contained within their specific clusters during the games. This role will, on delivery of the sites/venues, transform into that to support the Steady State.
  • Strong Project Management, motivational and people management skills.
  • In-depth knowledge and understanding of the entire scope of Venue Telecoms services and a familiarity of other technologies. For example: -
    • WAN circuit delivery
    • LAN networking - including switches, access points (wireless and physical), fibre and copper installations, etc.
    • IP telephony.
  • Though this is a management/coordination role, previous 'hand on' experience in delivering venue telecoms and networking technology (above) would be a bonus.
  • Excellent customer service skills.
  • Experience of working in a live operational support environment, including the resolution of incidents and the proactive monitoring of telecom services.
  • Experience of managing 3rd party suppliers (some contracted by Fujitsu, some by the OC) and integrating them into a 'one team' culture.
  • Ability to accept a significant level of responsibility and accountability.
  • Ability to work in a multi-stakeholder, multi-cultural and international team environment.
  • Ability to work in a high-pressure environment.
  • Ability to quickly understand complex problems and devise effective solutions.
  • Excellent communication and interpersonal skills.
  • Flexible approach to working hours.
  • Fluent in English.

Required Engagement and Duration

  • Appointed into the project in Phase 1.
  • Full time, overtime by agreement with the Programme Director.
  • Located on-site in Birmingham or at Client's Solihull, other sites by request
  • Engagement Duration;
  • From engagement to the end of the Post-Games Critical Period.

Reports to : Programme Director

Reporting from:

  • Implementation/delivery and Support Teams
  • Test Lead (results and retest)
  • Client's Governance Responsibilities
  • Manage the Implementation Tranches' and Games Support (as stated above) RAID and Change Logs;
  • Reporting on Implementation Tranches to The Client's Project Board and to the customer via the Programme Director;
  • Budget Management and Reporting;
  • Transfer into steady-state support.

For test and operational phases you will;

  • Ensure the Fixed and Mobile Telecoms services are deployed and tested to meet requirements.
  • Be responsible for the management and resolution of all Telecoms related incidents to achieve SLAs where incidents are allocated to the Venue team by the OC Technical Service Desk. Resolving > 80% of support issues at the Venue level.
  • Responsible for operational support of your venue(s) following acceptance into service, ensuring that incident records (trouble tickets) are updated with a quality level of detailed information on progress and resolution of an incident by their venue teams.
  • Liaise with the VTMs and TOC Duty Managers as necessary to resolve issues and escalate to the TOC for any major issues i.e. Severity 1s and 2s, or when an SLA is, or close to being breeched.
  • Manage on-site Telecoms support staff and suppliers to ensure that service levels are met or exceeded.

Throughout all phases you will;

  • Be the primary Telecoms stakeholder interface for the respective venue(s), reporting into the nominated OC VTM and leading on Telecommunications initiatives, managing key stakeholder relationships and other Venue-based suppliers at all times.
  • Be supportive of a tight budget and so demonstrate a rigorous design-to-cost approach that nevertheless supports effective and efficient venue operations.
  • Be responsible for ensuring that the venue team provide configuration and asset management updates within 24 hours of a deployment or change having been made.
  • Work with other FAs (notably Overlay, Site Management, Energy, Logistics, Security) and other Telecommunications Suppliers to resolve escalated issues and pass the resolution back to the VTM at the venue.
  • Communicate to VTMs about any central activities that may impact venue.
  • Provide day-to-day interface with VTM and TOC DM.
  • Complete end-of-day reports for the VTM and TOC DM.

Attend start of day and end of day meetings as required.
