Job Description

Demand and Release Manager - 6 month Contract

We are looking for a Demand and Release Manager to supports the work of the Operations team across MBNL and within the Change Management Team. The Demand & Release Manager is responsible for proactively managing the network programmes demand and release plans via the Site Coordination Committee (SCC) forum to ensure customer experience is protected whilst facilitating the rollout plans of MBNL and the Shareholders.

The role

The D&R Manager contributes to delivering the Operations outcomes of:

  • Report and monitor impacts of planned works on the geographical Operational Safeguard Regions (OSRs) whilst keeping them within the agreed quotas.

To deliver the outcomes, the D&R Manager has the following responsibilities:

  • To approve or re-schedule all changes on the network so that they comply with the contractural quotas agreed with the Shareholders
  • Manage and or advise on the resolution of conflicts through re-scheduling changes, combining changes or advising on optimal locations or impact mitigation solutions.
  • To give transparency of on all decisions made through the submission of reports to the Technical Committee on all changes approved or re-scheduled. The reports should include but not be limited to the outage time caused by each type of site works and the number of site visits required to complete.
  • To ensure that changes are prioritised according to the Coventry Agreement and that there is fairness and impartiality in any decision made with respective to the Shareholders' programmes
  • Chair the SCC which manages and is accountable for the Change Approval Group which will approve or reject all changes provisionally approved by the Site Coordination Committee up to 48 hours in advance of the scheduled date.
  • Develop the roadmap to ensure the SCC demand and forecast tool stays relevant, efficient and effective. Secure budget and shareholder buy-in for these investments.

Must Have

  • Technical Ability - Must have in depth knowledge and understanding of mobile technologies, services and platforms.
  • Able to undertake complex analysis of telecom/IT technology based problems.
  • Availability Management - must have a clear understanding of how to manage network availability across multiple vendors and technologies.
  • Analytic skills or experience is essential - must be able to understand and manipulate data to provide operational insights.
  • Knowledge of Business Objects. Ability to write queries and reports to extract data.
  • Knowledge of data analytics tools. E.g. Tableau
  • In depth knowledge of MS Access and Excel to analyse data including macro automation.
  • A broad understanding of Operational issues related to Mobile Radio Networks.
  • Thorough understanding and competence of Operational Service Management tools.
  • Extensive presentation/reporting skills

Nice to Have

  • ITIL experience or knowledge would be an advantage although not essential.
  • Extensive technical understanding of the GSM/GPRS/UMTS system architecture.
  • Operations experience working for a Network Operator.
